You can, and two 750mm cabinets side by side is a legitimate look, because it gives each person a distinct zone and makes installation easier to handle on your own. The trade off is the join: you will see a vertical gap and two sets of edges in the middle of the wall, and getting them perfectly level with each other is fiddly. A single 1500mm cabinet gives one continuous mirror line. If the wall is slightly out of square, two units are more forgiving.

Usually not, if the wall takes it. The limiting factor is almost never floor area, it is clear wall width and door swing. In a 1.8 by 2.4 metre bathroom a 1500mm cabinet over a 1500mm vanity is normal. What does cause problems is a cabinet that runs into a shower screen return or into the arc of the door, so measure from the corner to the nearest obstruction rather than wall to wall.
